In that case (the specs that you had listed below)...a 70% Water and 30%
Coolant (what I use) is more than adequate for just about anywhere in the
US.

Joe, you should be mixing the antifreeze with H2O. The brand that I use
(from Canadian Tire) actually says never use more than 70% anti-freeze
in the coolant mixture.
Antifreeze/coolant 50% 60% 70%
Soft H2O 50% 40% 30%
Protects against freeze up -37C (-25F) -52C (*) -64C (*)
Protects against boil over 129C (265F) 132C (*) 136C (*)
(*) = to convert to F F = 32 + 1.8C
Table is based on a 15psi rad cap.
Running 50/50 where I am is the recommended mixture by all (Anti-freeze
manufacturers and service shops and auto retailers). We do, at times,
get -25F (especially wind chill) and I'm in Central Ont. about 40 mi.
from Niagara Falls NY. Frozen coolant in a rad is not a pretty sight.
Use the mixture that meets the winter temp range in your area.
